Clallam County is excited to announce the North Olympic Peninsula Recompete Coalition (NOPRC) has been chosen as a Finalist in the highly competitive U.S. Department of Commerce’s Economic Development Administration (EDA) Distressed Area Recompete Pilot Program and awarded a Strategy Development Grant of $500,000. EDA received the largest grant response ever for this program. NOPRC’s application was chosen from 224 Phase 1 applications for Recompete Pilot Program Approvals and 339 for the Strategy Development Grants nationwide. Finalist for the Recompete Pilot Program Phase 1 are invited to compete in the Phase 2 application process for $20-50 million implementation grants to support their communities.

What is The Recompete Pilot Program?

The Recompete Pilot Program was authorized by the CHIPS and Science Act passed by Congress and signed into law by the Biden-Harris Administration. Our Representative Derek Kilmer authored this law with communities like ours specifically in mind.

Recompete targets the hardest-hit and most economically distressed areas where prime-age (25-54 years) employment is significantly lower than the nation average. The goal of the program is to close this gap with flexible locally driven investments to create new good paying jobs ($26+/per in our area) and resources to help connect people within this group to these new job through workforce training and wrap around services to aid their successful transition into them.

Who is North Olympic Peninsula Recomplete Coalition (NOPRC)?

NOPRC is a coalition representing both Clallam and Jefferson Counties and the Tribes of our area. Coalition members include both Clallam and Jefferson County government, both counties ADO’s Clallam EDC and EDC Team Jefferson, North Olympic Development Council, Peninsula College, Jamestown S’Klallam Tribe, the Makah Tribe, both Port of Port Angeles and Port Townsend, DSHS, Cities of Forks and Sequim, and membership continues to expand. Clallam County will be representing the coalition as the Lead Applicant to EDA. NOPRC had 49 letters of support from the community government, non-profits, business leaders and tribes for its Phase 1 application. With this level of community support, we hope to create a successful program that serves the specific needs of our area to bring prime-age individuals into the workforce at good jobs. By doing this great work, we can lift the economic futures of all families on the North Olympic Peninsula.

What’s next?

Coalition, Task Force, and committee members are getting to work. Funding received from EDA Strategy Development Grant will allow us to do some much needed research on barriers preventing people within the prime-age employment gap (PAEG), develop workforce training program with industry leaders to meet the needs of current and immerging industries in our area, economic and feasibility studies on job creation projects purposed in our Phase 1 plan to ensure investments made will have the largest impact possible.
